The Trump SBA rules propose to drop any revenue limitation and instead define a small construction firm as having 1500 employees or fewer.Under the proposed rules, a construction firm could manage a billion dollar contract for the federal government and as long as they subcontract out most of the work and keep their headcount under 1500, they would qualify for all the benefits of a small business.
